The “Daily Telegraph’s” Paris correspondent is reliably informed that M. Stalin is shortly quitting the functions of Communist Party Secretary and assuming a title more fitted to his real leadership of the Soviet State. The title is not yet certain, but possibly will be “Greater Vojd,” whereby he is already addressed informally, the words having a meaning rather stronger than the German “Fuehrer.”
