President Roosevelt has announced a speeding up, instead of a retarding, of the national defence programme, necessitating an increase of 150,000,000 dollars on next year’s naval Budget, in order to carry on warship construction. This brings the 1939 naval appropriation to a peace time record of over 700,000,000 dollars.
