DECREES IN FRANCE

MINISTER’S ASSURANCE TO SENATE LIMITED USE OF SPECIAL POWERS. RESTORATION OF SOUND FINANCES. (Received This Day, 12.10 p.m.) PARIS, October 5. The Minister of Finance (M. Paul Marchendeau) assured the Senate that the Government was only concerned with ensuring sound finances and the maintenance of the stability of the franc. He promised that the powers being granted would not be used for other purposes. The first decrees would be published next week. Meanwhile, public confidence is returning. French investors alone yesterday bought short-term bonds valued at £6,667,000. M. Abelgardey, chairman of the Senate Finance Commission, reported that the 1939 Budget deficit was expected to amount to £66,000,000. The Government’s borrowing powers extended only to a further £7,800,000.
