WHOEVER WINS WAR IN SPAIN LOAN FROM AMERICA SOUGHT, SENOR PRIETO’S APPEAL. BARCELONA, August 29. Senor Prito, Republican Minister of National Defence, in an address at a Socialist congress today, appealed for a loan from America to Which Spain “gave life and to which she now turns m the moment of her prostration.” Spain, he said, would never be allowed to fall under foreign domination and whoever won the war would be ruined. Large foreign loans were necessary for reconstruction, but not at the cost of mortgaging Spanish independence. “If we win the war, continued the Minister, we shall be less compromised than General Franco, because we will not have to pay our enemy’s debts.” Franco, he said, could not be independent. He never had the money to carry on but relied on foreign credits.
