The “Daily Telegraph’s” Hendaye correspondent says significance is attached to the insurgents sealing their French and Spanish’frontier. It is believed that General Franco is planning a big offensive, and is also anxious to prevent the escape of monarchists hoping to reach England to discuss restoration. Fifteen rebel deserters, after a hazardous crossing of the frontier, report seditious movements' in Burgos and Santander.
