RECONSTRUCTION ENTAILS FEW CHANGES DIFFERENCES OVER CONDUCT OF WAR SENOR NEGRIN RETAINS PREMIERSHIP By Telegraph—Press Association. Copyright. BARCELONA, August 17. The Cabinet of Senor Juan Negrin, which resigned yesterday, has been reconstructed. Don Jaime Aiguade, Minister of Labour, and Don Manuel Iruje, Minister without portfolio, have been replaced by Senor Moix and Senor Bilbao. The rest of the Cabinet is unchanged. • The resignation of the Cabinet was attributed to differences between Senor Ayounada, a Catalan, Senor Iruje, a Basque, and other members over the control of the war and industries, and the administration of justice. Senor Juan Negrin formed a Government in Loyalist Spain in May last year. He is a university professor and economic expert. He reduced the personnel from 15 to 9.
