The “Daily Mail’s” Berlin correspondent says a decree has been issued proclaiming the left bank of the Rhine inaccessible by any foreign soldier or military attache, draws attention to the extent and speed of construction of fortifications in Western Germany. The decree covers Baden, parts of Hesse, Bavaria, Wurtemburg and Hohenzollern. Experts consider that the system will enable a crossfire to be opened on invaders. Some 300,000 men are estimated to be engaged in the work, creating a labour shortage in factories and the building trades.
