The decree covers Baden, parts of Hesse, Bavaria, Wurtemburg and Hohenzollern. Experts consider that the system will enable a crossfire to be opened on invaders. Some 300,000 men are estimated to be engaged in the work, creating a labour shortage in factories and the building trades.
