CHARITY ABUSES
CONTROL OF COLLECTORS. “The promoters of so-called charity schemes are apparently within the law, even if only the smallest fraction of the amount collected is given to charity,” said the secretary of the Charity Organisation Society, in evidence to the joint committee of the House of Lords and House of Commons on the Collecting for Charities Regulation Bill. The bill proposes to regulate door-to-door collections, with restrictions similar to those imposed by the Streets Collecting Act, and also to regulate collections in kind, such as clothing. There is general agreement with the bill’s proposals since the existing state of affairs is regarded as providing an invitation to commit fraud.
