ANNOUNCEMENT IN LONDON. NO IMMEDIATE GUARANTEE OF DISPATCH. (Recd This Day, 11.30 a.m.) LONDON, July 21. The Postmaster-General, in announcing the lid per half ounce air mail rate, which will operate on July 24, points out that limits on the quantity that can be carried on each flight prevent an immediate guarantee of the inclusion of any letter in any particular despatch.
