In reply to the United States protest to Tokio of May 31, concerning American property rights and the rights of individuals to return to their homes in the occupied areas, Japan has sent a Note to the State Department stating that Japanese armed forces are unable to maintain order in Chinese cities, and that Japan cannot guarantee police protection for nationals of other countries, even in such large cities as Shanghai and Nanking. “Concerning present conditions in the places in question, Japan is still continuing military operations in selfdefence,” states the Note, which adds that .Japanese policy is gradually being relaxed to permit of Americans returning as soon as conditions permit.
