APPEAL TO CHINESE WOMEN. SAVINGS ON COSMETICS AND SWEETS. HANKOW, July 15. The People’s Political Council has issued a decree appealing to Chinese women not to use powder, rouge, and lipstick and to restrict their consumption of sweets. They are asked to devote their savings to a special reconstruction fund, supplemented by special taxation on wines and cigarettes. The Prime Minister, Mr Kung, set an example by discarding his limousine and riding to his office in a rickshaw, escorted by two armed cyclists.
