BRIGHTER TONE IN LONDON. (Recd This Day, 12.30 p.m.) LONDON, July 13. Discount and short loan interest rates and those for New York call money are unchanged. The recovery in Wall Street is imparting a brighter tone to the London markets. Commodities are firmer.
