RAT, CAT AND DOG SKINS WANTED. SUBSTITUTE FOR OX HIDE. (Recd This Day, 9.45 a.m.) TOKIO, July 10. The Ministry of Agriculture officials have admonislied people not to throw away dead rats, cats and dogs, but to sell them to the authorities, because their skins are excellent substitutes' for ox hide, especially for knapsacks.
