MORE TALK ABOUT CONTROL IN SPAIN SOME DETAIL DIFFERENCES PLENARY SESSION NEXT WEEK (British Official Wireless.) RUGBY, June 30. A communique issued after today’s meeting of the Non-intervention Committee states that the sub-committee had before it texts of the paragraphs to be inserted in the draft resolution to give effect to the two-fold extension of the sea observation plan as proposed by Lord Plymouth and accepted at the meeting on June 21. All the representatives indicated they were in a position to accept the draft proposed for reference to their respective Governments, except the Soviet representative, M Kagan, who stated that it would be necessary for him to obtain further instructions from his Government in view of the fact that he interpreted the phrase “constant presence of observing officers in Spanish ports” in the proposal submitted by Lord Plymouth and the measures to give effect thereto in a manner different from that of the other representatives. The sub-committee concluded their consideration of all the minor outstanding questions and agreed to authorise Lord Plymouth to ask the representatives on the main committee to meet in plenary session next Tuesday with the object of authorising the dispatch of the plan to the rival Spanish parties for their approval.
