The Minister of War (General Ugaki) has forwarded a Note to foreign ambassadors, warning them that the fighting in China is likely to spread over a huge area, embracing half of China and that foreigners are requested to evacuate the territory between the Yellow River and the IndoChinese border, otherwise to identify their property .clearly and inform the Japanese authorities of its whereabouts. General Ugaki also stated that it might be necessary to bomb Chinese military establishments outside the area indicated, which includes Hankow, Canton and most of the towns of the coastal area south of Shanghai.
