The Senate adopted an amendment to the Naval Bill tentatively limiting battleship displacement to 35.000 tons, “unless the President has determined, through consultations with other Naval Powers, that the tonnage limitation is being exceeded.” Senator Vanderberg explained that this will prevent the United States from assuming leadership in a world armament race.
