CELEBRATION OF TWELFTH BIRTHDAY. PARTY AT WINDSOR CASTLE. (Recd This Day, 11.25 a.m.) RUGBY, April 21. Flags are at the mastheads over public buildings in London in celebration of the twelfth birthday of Princess Elizabeth. She is giving a tea party in the nursery suite at Windsor Castle to which their Majesties, Princess Margaret and guests at the Castle house party have been invited.
