4 BECOMING MORE DANGEROUS HOURLY PRIME MINISTER APPEALS FOR CONCILIATION. PROMISE TO COMPLETE MODERN CHARTER. (Red This Day, 9.50 a.m.) PARIS, April 12. M. Marchandeau (Minister of Finance) announced that the Government is introducing a Bill seeking plenary powers and will demand its immediate passage in order to tackle the strikes and other problems over Easter. The Labour problem is becoming more dangerous hourly. M. Daladier, reading a ministerial declaration in the Chamber of Deputies, appealed to workers and employers to settle disputes by conciliation. He said the Government intends to
submit Bills completing a modern labour charter. The slowing down of the defence programme could not be permitted.
