VOTING IN AUSTRALIA. OUTSIDE THREE-MILE LIMIT. SYDNEY, April 4. More than 200 German and Austrian citizens today sail out of port, in the German steamer Nockar, and beyond the three-mile limit, to record their votes in the plebiscite for Austro-Ger-man union. Similar arrangements have been made in other parts of Australia.
