London, April 7. Dr. Wm. S. Bruce, of the Scottish Oceanographical laboratory, proposes to form an Antarctic expedition to investigate the Weddell and Briscoe Seas, and to explore the islands south of the 40th parallel of latitude. He further suggests that an attempt be made to cross the Antarctic continent, and estimates the cost of one ship for two years at £40,000. A second ship, he states, is necessary to efficiently explore the land.
