THE CAMBRIDGE WATERWORKS.
The Works, Water and Sanitation Committee recommended the Cambridge B.jrough Council at its meeting on Thursday evening to carry out the Engineer's suggestions re haviDg a duplioate engine and pump and extra sluicing valves for flushing the mains, etc. The report called attention to spare parts being required for the pump, whioh also needed strengthening in one particular place, an auxiliary pump and engine also being required to ensure a full supply being kept up in the summer time. The suction well also needed covering. The report went into details and gave very sufficient roasons for the whole of the lixpenditure suggested. The main costs were for the pump and engine, both being half the size of the one now used ; and the total costs of the improvements and additions suggested amounted to £365 Is 9d.—-An application had already been made to the Treasury to know if an additional sum could be raised on the former loan proposals, to which the following reply had been received : ' I have to acknowledge the receipt of your letter enquiring if a further loan could be lent on the previous security for the original oan ot £6OOO for the construction of waterworks, and, in reply, I have to inform you that a further loan may apparently be granted under Section 68 (if ' The Local Bodies Loans Act, 1901,' provided that your Council levies a fresh special rate as the security for such further loan. It will be necessary to forward your Mayor's certificate of the entire and exclusive expenditure of the original loan, and that it has been found insufficient to complete the works for which the loan was made, and that the further expenditure contemplated is covered by the previous consent of the ratepayers of the Borough. This certificate should contain the common seal of your Borough. Upon a direct application for a further loan of £3OO, iu which the currency of the loan may be stated, being recived by the Treasury, together with the above-mentioned documents, the matter will receive prompt attention. The Mayor thought it seemed pretty p'aiu that they could borrow up to 10 per cent, of the former loan without another poll of the ratepayers, provided it was to carry out the original scheme. They were aware an auxiliary engine aod pump were in that scheme, and a lot of the reticulation of the Borough was also in it that had not yet been done. There were several places where inch mains could be laid on to properties that would give a number of new consumers, and help to make the scheme much more comprehensive than it was at present. Eventually he trusted that every house in the Borough would be supplied, and that a number of the adjacent properties outside the Borough would also be supplied. If they got £3OO that would enable them to rub alone with the strictest economy ; but with £SOO they would be assured of the scheme proving a success. It, was, as they saw from the engineer's report, absolutely necessary that they should have the small eagine and pump in case anything should go wrong with the large one. The Council then went into committee to discuss the claims of the contractors for the pipes and the Civil Engineer's charges ; and on the Council resuming the Mayor moved : • That application be made to the Government for a further loan, under section 68 of the ' Loans to Local Bodies Act, 1901,' of £SOO, for the purpose of completing the waterworks, for which the origiual loan of £6OOO has been found insufficient; currency and dates of payment for interest, etc., to be as nearly as possible the satre as for the loan of £6OOO, and that the Council take steps to strike the necessary special rate. Seconded by Cr Sanders and unanimously agreed to.
The Mayor had prepared a full statement of the various accounts of the Borough, and they clearly demonstrated that the loan of £SOO would put matters on a sound footing ; the raising of the bank overdraft to £BOO beißg to cemporally tide over the time until the loan be received. His Worship's method of dealing with the matter met with the hearty support of all present.
