TURKEY’S INTEGRITY, INTRIGUES OF THE POWERS. THE FRENCH POSITION. (Received December 17, 9.9^K.) London, DeceilTber 17. The Paris newspaper Le Temps, dealing with the situation in the Near East says that it is not. for Prance to show zeal in (he maintenance of the integrity of the Ottoman Empire. Germany bus latterly assumed the position of semi-official protectress of the Sultan, but France has refused to play into Germany’s hands against England, and will not play against Italy. The Tripoli question, says Le Temps, concerns Italy and the Sultan and the Sultan’s friends. M. Berard, a high authority on the Eastern situation, writing in a Parisian magazine alleges that Russia encouraged the Sultan to resist France in the recent trouble over the Constantinople docks and the bankers claims, hoping eventually to [occupy Armenia herself.
