The Ministers at Pekin returned Li Hung Chang's impertinent despatch protesting against the violence and severity practiced by the Allies in the expedition to Paotiugfu. A Russo-Chinese agreement has been arranged at Livadia. It places Manchuria under a protectorate. AUSTRALIAN NAVAL CONTINGENT. HIGH PRAISE FROM GENERAL GASALEE.(Received November 12, 9 12 a.m.) Sydney, November 12. The Premier has received a cable from General Gasalee, statiug that it is necessary to retain the Naval Contingent in China, aud commending, their usefulness for police work. Mr Lyne SftJS they may remain any reasonable time their services are required. VICTORIAN CHINESE CONTINGENT. TO REMAIN UNTIL MARCH. (Received November 12, 9.12 a.m.). Melbourne, November 12. The Premier has inform 3d Mr Chamberlain that the contingent may remain in China till March.
