TROUBLE IN SHANfIAIKWAN. j RUSSIANS TEAR DOWN THE BRITISH FLAG. APOLOGY DEMANDED AND GIVEN AND FLAG REHOISTED. (Received November 10, 9 a.m.) London, November 9. THE Daily Express states that Count von Waldersee ordered the removal of all flags from Shanhaikwan station, except the Russian. The British commander decided to await General Gasalee's orders before complying with the request. A Russian lieutenant, with a squad of ten men, assaulted the sikh sentry and tore down the flag. A British subaltern demanded that it should bo rehoisted. The Russians, the British, covered the party with rifles, forbidding them to stir. The guard communicated with General Reid, who sent a force of 200 men, demanding an apology and the re-hoisting of the Union Jack, intimating that a refusal to do so would be au act of war. The Russian general apologised and re-hoisted the flag. The Russians claim sole rights of occupation. -^i A Reuter's telegram -sitates that France has chimed the coiti'matid of the police at Paotingfiv; ssj; firstcomers, but the British appointedGermans to the post.
