Herr von Bulow, speaking on tho Bill, said an adequate navy was iudispensible tor tho creation of Greater Germany. The necessity for concentrating the strength of the empire ia readiness for any emergency in Europe, however, was a pledge that the trans-oceanic policy of Germany would be cautious.
