At tho reception given to the wives of the foreign diplomatists at Pekin, theJDowager Empress of China was very affable in her demeanour. She said she liked the foreign Ministers. She embraced the visitors, who were treated with great pomp and ceremony and were entertained at luncheon. The reception has had a marked effect upon the public. The British Government has secured concessions of territory in the neighbourhood of Nin-chwang. The French Minister at Pekin has informed the Chinese Government that pending further efforts to secure the release of the French missionary captured by tho Szu-chuan rebels, a respite has been granted in regard to the recent threatened invasion, but unless the missionary is released within a few days the threat will be carried out. December 17. The viceroy of the province of Kisug Hu, at the instance of Sir Claude Macdonald, has agreed to a cosmopolitan settlement at Shanghai, and has refused an extension of exclusively French concessions. London, December 18. M. Tatischeff, the Assistant Finance Minister of Russia, speaking in London, said Russia appreciated England’s open-door policy, and would reciprocate when the commercial treaty with Germany expired in 1901, if British merchants would indicate their requirements.
