THE PHILIPPINES.
TROUBLE FOR AMERICA. REBELS HOSTILE. [UNITED PRESS ASSOCIATION.] (BY ELECTRIC TELEGRAPH. —COPY right). Washington, December 2. Admiral Dewey expects trouble in the Philippines from the rebels. The battleships lowa and Oregon and the gunboat Helena are being despatched to Manila. Reinforcements for the American troops are also being sent. Woolleng Fong, the Chinese Minister at Washington, has appealed to the American Government not to exclude the Chinese from, the Philippines. A report from Manila states that the hostility of the Philippine rebels to the presence of the Americans is increasing. A Republican Government has been constituted, which recognises Aguinaldo as the President. It is stated that 40,000 rebels are concentrated in the island of Panay, one of the Visayas Group lying off Luzon. Mr Alger, the American Minister for War, advises the enrolment of native troops in the Philippines.
