MUTINY OF TROOPS

Seven thousand men of the Spanish forces surrounded General Blanco's palace at Havana clamouring for arrears of pay. General Blanco telegraphed to Madrid for 30,000,000 pesetas, which has pacified the soldiers for a time. He also arrested the ringleaders and placed cannon in the streets of the town manned by picked troops. American warships will probably be sent to Havana. Madrid, November 15. Senor Sagasta is making desperate efforts to raise £450,000 to liquidate the arrears of pay of the army in Cuba.
