De Cassagnac, in an article in Autorite, says notwithstanding the French withdrawal from Fashoda, Greac Britain is pursuing a provocative and insolent attitude. She is anxious to subject France to the lash everywhere. He also states that the Franco-Russian alliunce is a myth. The Soleil also says that after the Chinese war France pulled the chestnuts oat of the fire for Russia in securing Manchuria. Russia has repaid France's services with flattering telegrams. Berlin, November 15. Germany is largely increasing her armv in the field.
