KAISER REFUSES TO RECEIVE
ENVOY. (BY ELECTRIC TELEGRAPH—COPYRIGHT). Berlin, September 30. The Emperor has refused to grunt Dr. W. J. Leyds, the Transvaal envoy to Europe, an interview. It is stated that the Foreign Office has intimated the Emperor's desire that the Transvaal shall cease agitating in German newspapers against the Anglo-Ger-man agreement.
