(by electric telegraph—copyright). London, August 30. The Czar's proposal for international disarmament has attracted widespread attention.

The foreign Press generally are favourable.

The American papers regard the idea as Utopian. The Paris papers are shy in expressing an opinion, fearing that the project was not revealed to M. Faure, and several Parisian newspapers hope that the Alsace-Lorraine question will be first settled.

The British newspapers recognise the Czar's motive, and join in expressing sympathy with it. The majority, however, regard the idea as chimerical.

The Germans papers are cynical, although the semi-ofHcial organs are more cautious.

The proposal had a hardening influence on Continental bourses, the impression prevailing that peace is assured for the present. (Received August 31, S 40 p.m.). London, August 30.

The English labour leaders have enthusiasticallj welcomed the disarraaaiont scheme.

General Booth telegraphed his thanks to the Czar.

The opinion in the 3ity is not optimistic to the proposal, which is attributed to Russia's emborassed economic conditions and a suspected attempt to allay suspicions preparatory to borrowing in connection with Russia's schemes in the Far East.

The Parisian newspapers are intensely irritated, and declare the proposal inconsistsnt with the Russian alliance, and .impossible unless Germany secedes Alsace-Lorraine to France.
