RETURN OF SPANISH TROOPS,
Madrid, August 25
The first steamer conveying a portion of the Santiago garrison has reached Ccrunna. It was received with great enthusiasm. The Queen Regent telegraphed her congratulations to the troops. Sixty deaths occurred on the voyage.
GENERAL MILES' CHARGES. Washington, August 25. General Miles makes serious charges against the War Department of suppressing and garbling messages, and not furnishing promised resources.
THE MANILA REBELS. Washington, August 24. The Manila insurgents are willing to surrender their arms if assured that tbe islands will be placed under an American or British nrotectorate.
