THE PHILIPPINES. ISLA LUZON TO BE RETAINED OTHER ISLANDS RESTORED. (BY ELECTRIC TELEGRAPH.—COI'YRIGHT.) Washington, August 22. General MERRITT, in a despatch to the Government, announces that Manila and suburbs have surrendered, not the whole of the Philippines. It is reported that the Americans have entered into a friendly agreement with Aguinaldo, the rebel chief. August 23. The situation at Manila is unsatisfactory. Hundreds are deserting the insurgents ami trying to enter the city. Aguinaldo has cut off the water supply. President McKiuley proposed to annex Isla Luxou only, restoring the rest of the Philippines on obtaining a guarantee of equal commercial privileges with Spain. EVACUATION OF CUBA. Washington, August 22. The Spanish Government have appointed Commissioners to superintend the evacuation of Cuba. General Blanco is not included. SITUATION IN PUERTO RICO. Washington, August 22. The Spaniards at Puerto Rico are appealing to tho American troops for protection from the revenge of the natives.
