SPEECH BY CECIL RHODES. (BY ELECTRIC TELECJR.APn- COPYRIGHT). Capetown, August 19. Mn Cecil Rhodes, in his election speech, said that if President Kruger egged on the Boers to treat the English as slaves, England would have the Transvaal. Referring to the transcontinental telegraph and extension of railways, he stated that he was determined to continue the work of promoting a junction between Egypt end the Cape.
