SPANISH OPINION.

Madrid, August 16. Complete tranquility prevails in the city.
The dominant note of the newspapers is one ot philosophical resignation.
General Blanco has resigned his position, being undesirous of superintending the evacuation of Cuba. It is probable his resignation will not be accepted. The Spanish newspapers bewail Spain's vanished Empire, and anticipate that she will have interminable difficulties.
One paper estimates that Spain's loss in territory amounts to 125.148 square kilometres, containing nearlv 2,500,000 inhabitants. This esti : mate does noc include the Philippines.
It is the general opinion in Madrid that a joint protectorate in the Philippines is unworkable, and that a combination of Spanish and American methods would lead to disastrous complications.
