CHINESE QUESTION.
CONCESSIONS TO RUSSIA. (by electric telegraph.—coykight). London, August 11. The Times Pekin correspondent states that the Tsung-li-Yamen has formally assented to all M. Pavloff's couditions in connection with the Neuchang loan, which is directly opposed to the contract for and designed to block the completion of the Pekin-Hankau railway. The Tsung-li-Yamen admits that the contract for the construction of the railway has been supplemented. The agreement, practically giving Russia a dominant power to construct, has not been ratified, and it is hoped Great Britain will insist on its reversal. Shanghai, August 10. The Tsung-li-Yamen has expressed gratitude for the recent British promise of support in the event of any threat of aggression, but it was stated that no such threat had yet been made.
