NATIVE MEETING AT PAPAWAI.

ADDRESS BY THE PREMIER. Wellington, Thursday. The Premier addressed a large gathering of natives at Papawai this morning, Mr Carroll interpreting. He dwell chiefly on the injury done to the race in not providing their children with technical instruction and in not using the reservea given by their foreiathers to different churches for the purpose of benefiting the native children. He promised to brintr in a Bill next session dealing with the church reserves of native lands. He said the time had arrived when the Maoris should be more largely represented in the Legislative Council. This would be dealt with next session. Wi Pere, Henare Tomoana and Tamahaua Mahupaka all agreed that it was the proper thing to do with the church reserves, as they could not be put to purposes of general education, as originally intended. They advocated four Maori members of the Legislative Council and urged their appointment before the noxt session to support the Native Land Bill. Replying to a question, the Premier acknowledged that the proposals to deal with the church reserves of native lands were first suggested by Bishop Wallis.
