The Times states that the Russo» Chinese Bank has signed a contract for the construction of a railway from Cheng Ting to Taiyen-Fu, giving Russia control over the railway from Pekin to Shensie. The French and Belgian Ministers are negotiating for concessions to construct a railway uniting Pekin and the Yang-tse Valley. Britain appears to acquiesce in the refusal on the part of Russia to permit foreigners to land at Ta«lien-wan, or on the Laiaotong Peninsula without Russian passports. Russia intends to maintain a large fleet at Port Arthur. The British will occnpyWei-hai-wei on Tuesday, temporarily, in conjunction with the Chinese, until the transfer of the port to Britain has been completed. May 24. Mr Cnrzon states that the Russian Government has directed its consuls to withdraw the circular requiring visees' of passports at Port Arthur and Ta-lien-wan. It is explained that the circular was issued without the knowledge of the authorities at St. Petersburg. (Received May 25, 9.24 p.m.) London, May 24. The Pall Mall Gazette announces that Britain has secured sixty miles on the mainland of China, opposite Hongkong.
