Lord Salisbury, who was given an ovation, in the course of his speech said tho integrity of tho Empire was much safer than in ISS4. The breakers had been shattered. Wei-hui-wei would be of enormous advantage to Britain. Il was easily defended, while Port Arthur would have been useless to Britain. It was a great mistake for Russia to take Port Arthur. Its possession had not added to her influence .at Pekin. Despite the jargon as to her isolation, Britain was amply competent to hold her own. Her influence in China had been enhanced. The virile nations were everywhere absorbing the decadent nations* Although the seeds of conflict wero apparent in many directions, Britain faced tho future without disquietude. She would not allow herself to be taken at a disadvantage. The fiscal position of the country was unequalled iH the world's history. The Chinese question was a diplomatic cracker wish many detonations
