PORT ARTHUR.

(BY ELECTRIC TELEGRAPH- COPYRIGHT). London, April 26. The Times Pekin correspondent says that General Dubasoff, the Russian Commandant, has issued a proclamation declaring that the lease of Port Arthur comprises 800 square miles, embracing all the harbours, and including Kincbau. The Russian Convention states that the lease is for 25 years, but capable of indefinite extension. The southern portion of Ta-lien-wau, like Port Arthur, will be an exclusive naval lease, not open to foreign commercial ships. The accuracy of the above statement has been officially admitted.
