ANOTHER REBELLION. Thursday Island, April 46. Eastern files show that the Philippines revolt has broken out in a worse form than ever. The China Mail says:—" The Spanish authorities fiud it even more difficult to scotch this rising than the last. The present leaders, it is feared. will neither show mercy nor practice that consideration to property which characterised the former rising. Nor is it expected they will discriminate between Spaniards and other foreigners. When General Dastelln bought over the rebels he congratulated himself upon ending the rebellion. But it was one thing to bribe 30 leaders and another to encompass complete pacification of the Philippines. The market price of the rebels has gone up, and so long as there is a prospect of purchase so long will rebels bo forthcoming. Since General Dastella's departure large bands of rebels have been overrunning the provinces, and wherever they have appeared ruin and rapine have been recorded. They have been animated by a desire to pillago and destroy, in order to induce the peaceable natives to throw over the present Spanish domination, but reports as to engagements are conflicting, owing to the censorship* over the telegraph messages and press and telegraph staffs."
