AMERICANS LEAVING CUBA. STILL PEOSPECTS OF PEACE. New Yohk, April (3. Rioting has occurred at Havana. Spanish volunteers are in possession of the city. It is reported at Key West that Consul-General Lee and his staff together with many Americans, have left Cuba ou board tho United Slates warship Mascotte. Washington, April 7. President McKinley has postponed his message to Congress on the Cuban question until Monday, ConsulGeneral Lee having telegraphed from Havana that it is impossible to remove the 2000 Americans there before Sunday and that the deliverance of the message might precipitate a slaughter. Other accounts hint that the postponement is due to President McKinley learning that Queen-Regent Christina is ready to make the concessions demanded, and which Senor Segasta, the Premier, refused. In consequence of there being a more hopeful feeling that peace will be preserved a sharp rally in stock occurred in Wall-street. London, April 6. Reports from Madrid state that peace arrangements between Spain and the United States are likely to be arrived at. The Spanish warships recently despatched to the West Indies have arrived at Puerto Rico, one of tho Antilles Islands.
