MINERS' STRIKE.
London, April 5. Practically, all the South Wales and Monmouthshire collieries are idle. The miners refuse to entrust their leaders with plenary powers. They demand an advance of 20 per cent, with a minimum wage. The employers refuse to discuss terms until plenary powers have been granted.
