NAVAL PREPAE^ONS. Washington, March 23. Tub Maine report will be issued on Monday. A decided revival of the war scare has taken place in Washington. Senator Hall, Chairman of the Senate Naval Coratnitteo, iu the course of an interview, stated that war was inevitable. An impression prevails that President MoKinley will be compelled to intervene decisively in order to relieve the terrible suffering prevalent amongst non-combatants in Cuba. The United States House of Representatives has authorised the construction of three additional battleships, six torpedo boats, and five, dry docks.
