New York, March 7. The New York World assarts that American troops are being ordered to lower the Canadian flag, recently hoisted at the White Pass end of the route to the J Yukon goldfield. Washington, March 7. Congress has passed a Bill making binding the privilege of the use of the Hicken route to the Klondyke goldfields, conditional on Canada granting America a concession in fishing rights. There is an angry feeling in Canada at this arbitrary action, and it is expected that that country will choose a route which America cannot exert influence over.
