CONCESSIONS TO BRITAIN. Hongkong. February 26. China has authorised au American syndicate to construct a railway from Tientsin to Chin Kiang, through Shantung. Germany, however, claims a nouepoly oxer Shantung. Russia is insisting that her officers in the Chinese service shall have unreserved power over the armies. London, February 26. In the House of Commons, Mr Curzon stated that the French Government had denied any intention of occupying Hainan, or of establishing a base in those waters. Mr Curzon also stated that the Chinese concessions to Britain were of an explicit character, and would probably be embodied in a treaty.
