MINISTERIAL UTTERANCES.
(BY telegraph—own correspondent). Chuistcuukch, La-t Night. The Premier and the Minister for Lands addressed the Ballance Liberal Association at Sydenham. The Premier, who was enthusiastically received, offered some advice to the Liberal Associations as to their plan of cunpaign at the npxt election. If they we e signed that the p >l : cy of the Liberal Parly was in their interest lhey would s : uk minor differences. The land policy of the Government alone would be supported by a majority of 4 to 1, and the Old Age Pensions 811 by 5 to 1 ; yet at election time they were ii that unfortuuate position of having a natural majotity reduced to a nvnority. They were not going to have such a portion, they must organise. Their organisations in Christohu'ch were as far apart as the poles when it came to choosing a representative for Parliament. After advising them not to lose sight of the main principles and not to e.et divided on mii.or questions, he went on to exp'ain the working of the system for a recond ballot which the Government introduced lust scs icn. He assured them that the second ballot, if placed on the Statute Book, would have the effect of placing the Government of the country in the hands of the imj iri y, ins'eid of x minority, as sometimes occurred at present.
