CABLE SUMMARY.
M. DE Geklaciie, commander of the Antarctic expedition which left Antwerp in August hist, in the steamer Belgica, has abandoned his intention of wintering at Grahams Land, which extends from 63 dogrees south towards the South Pole. Tbe Belgica will go on to Australia, reaching Melbourne in March. Reports from Beluchistan state that Mehrad Khun has declared himself to be a Ghazi, and states that he will continue the revolt begun by tbe attack on the British surveying expedition in the Makran district. British outposts are being looted by ihe tribesmen. Ecinforcements are being sent from India. Sir Michael nicks-Beach states that the financial prospects of the Indian Government have recently improved to such an extent that no assistance is required at present in carrying on tbe frontier operations. Mr Chamberla'n, speaking at Liverpaol, said, looking into the future it is impossible that the time could be long delayed when many of the British colonies would emulate the wealth and populations of the greatest European nations. The Incorporated London Chamber of Mines is raising £20,000 for the purpose of holding a mining exhibition in 1899. Tbe probable applications for space are estimated at 120,000 square feet. The Chamber invites the co-operation of the Colonial Governments. A number of New South "Wales companies in London are agitating for the holding of a public meeting for tho purpose of securing an amendment of the Mining Acts, especially with regard to security of tenure. The by-election for St. Stephen's Green, Dublin, rendered vacant by the election of Mr W. Denny to the Irish Judicial Bench, has resulted in the return of Mr Campbell, a Unionist, who defeated Mr Plunkett, the Nationalist candidate, by 138 votes. When tho result was announced Mr Plunkett, in tho course of a speech, asserted that unparalleled forgery and frauds had carried the election. He challenged the accuracy of the majority, and expressed his determinatio* to secure a fair trial of strength.
