SITOKINO at Munchester, Air Balfour, First Lord of the Treasury, said negotiations of an anxious nature wero proceeding with Franco with a view to a settlement of tho Niger difficulty. Speaking of the situation in Crete, he said personally he was disgusted with the delays in the settlement of the government of the island, and suggested that the Powers should toss for the selection of the Governor. With regard to the campaign on the Indian frontier, he explained that the Government had no desire to invado the independence of the Indian frontior tribes, so long as they did not interfere with British interests and did not impede the fulfilment of treaty obligations with Afghanistan. Referring to the situation in tho Far East, he said British interests in China were commercial, not territorial. While Great Brilain desired freedom of trade for tho whole world, she would resist any attempts to destroy equality of opportunity.
