THE LOAN. NEGOTIATIONS WITH ENGLAND. London, January 8. A Reuter's message states that China has refused a Russian loan, and that negotiations are proceeding with England. Many newspapers support the proposal to obtain money in land. Mr Chaplin, President of the Local Government Board, speaking at Lincoln, said the Government were keenly alive to tbo paramount interests of Britain in China, and that Lord Salisbury would leave nothing undone to secure those interests. Two torpedo boat destroyers bavo joined the Iphigenia and Imrnortalite at Port Arthur. Berlin, January 7. The Emperor, in recognition of the diplomatic services rendered by Herr Von Bulow, the German Foreign Soretary, in connection with the acquisition of the Chinese port of Kiao-chau, has bestowed the Order of the Red Eagle upon him. Ottawa, January 8. Many members of the Canadian militia are volunteering for services in the Far East in the event of trouble occurring there.
